| Since the 1980s, trade measures related to environmental protection are becoming frequently used, which is often blocks off the export of developing countries. How to deal with these trade measures is need further study. This paper is start with the relationship between the trade rules of WTO and the trade-related environmental measures,in order to find the way that make them coordinatc.The coordination contains two aspects:firstly, environmental measures should meet the trade rules of WTO; secondly, how to improve the rules of trade which cannot protect the environment adequately.This thesis consists of five parts as well as introduction and ending nearly 40,000 words altogether.The first part mainly introduces the concept of environmental measures and the provisions relating to it under the framework of WTO. The second part analyzes the relationship between the trade measures of MEAs and rules of WTO. As the content of MEAs is complex, this part selected three representative environmental agreements which contain environmental measures as the study subject. The third part discusses the coordination between WTO rules environmental tax. Environmental taxes that consistent with national treatment measures is considered to in line with WTO rules. The main problem is if the border tax adjustment measure which used to eliminate the effects to competition meets the WTO rules. The fourth part of the article research on the environmental labeling which is widely used in many countries. The last part is about environmental measures of china. Chinese commodities export is frequently blocked by the environmental measures of importing countries. Therefore, we should take the following actions:first, in international sides, to promote the agenda of environmental topic, to cooperate with other countries in environmental protection filed; in domestic sides to establishing sustainable development strategy of foreign trade, to complete environmental tax system and environmental label system. |
