This paper mainly explores the questions related with the equity of our country civil servants salary system combining the"Civile Servants Craze"in China. the purpose of this paper is to analyze the civil servant salary system from the perspective of equity, to construct the model to judge the equity of the salary system base on comprehemsion of equity. Reviewed the development of the salary system, and compared with some other countries, the paper analyses the present civil servant salary system,appraises the equity by four dimentionalities with the wish of contributing to the reform of civil servant salary system in the future.This paper includes five chapters,ensusing introduction, instruments constructing,cases in the foreign countries, cases analysis and counterplans in China.The introduction part mainly introduces the background and significance of the topic. From 2006, more and more graduates have chosen the civil servant as their best employment since"The Official Servant Law"implemented. Although the law has been emplemented for 5 years, there is no more details on salary system.《File of the state council on reforming civil servants salary system》(guo fa [2006] 22)made some more specific provision, such as specific level class defined pays,but there are a lot of system blank needed to be improved. According to the news,a new reform will be formulated and implement during the Twelfth Fve-year-plan .The first chapter mainly constructs a new modle which include the factors to appraise the equity of the salary system. reflects certain innovation requirements.The second chapter analyses America\Japan\Singapore , illustrates the salary system structure and the adjust strategy, appraises the equity these countries'servants salary system, summarizes some advanced experience and brings us enlightenment.The third chapter is the most important part of this paper, mainly makes an appraise to the equity of civil servants salary system from four dimensions , especially inculing the procedure and the results. in this part , also analyses the factors that impact on the equity.The fourth chapter is as a continuation of the fourth chapter content, combines with the research in the third chapter, targets the issues drawed in the fourth chapter ,and make some consideration.Before the new civil service salary reform plan, it's lucky that I could have done some reserch on the civil servant salary system from the perspective of equity, I hope that this paper could ocontributes to the plan . and the research findings can be embodied in the newly intoduced Civil Service Wage Reform Program.
