Study On The Communist Youth League Participating In Youth Affairs Management

Closely associated with the present and prospect, affairs of the Youth is getting essential and sensitive to the social development, government's governance and consolidation of the reigning foundation. Since foundation of the People's Republic of China, series of comprehensive policies concerning youth affairs have been issued. Living up to the expectation of the government and Party, the Communist Youth League of China has gained great achievements. The youth are well reserved in the rights over health, living conditions, education, employment, public involvement, marriage, social security, culture, entertainment and law. Affairs of the youth is facing great challenges in the transition of the society. As the Report of the 17th National Congress of the CPC, we should support such bodies as Labor Union, Communist League, and Women's Union to run and take part in the social administration, public service in accordance with the laws and their regulations, in order to preserve the legal rights of the people. It has raised a new commission for the League to work on the youth affairs. Backbone of the youth affair administration, the League, has to be closely associated with youth affairs, but slightly differ from that. It has been urgent problems that how the League can work better in administration of youth affairs, consolidation of the base of the communist part of China, and serve the development of the youth.By analyzing the problems that the Branch of League of Zaozhuang meets in administration of youth affairs, it is expected that the Party committee and the government have a clear mind of them, and take effective means to solve them. Analysis of the League's involvement in youth affairs of Zaozhuang and the comparative study between it and the developed regions in administrative concept, and achievement lead to the proposals of the method, and suggestion to promote the administration of youth affairs in Zaozhuang. It is significant in theory and practice.Based on the Leagues' practice in Youth affair administration in Zaozhauang, the new methods, approaches to youth affair administration are studies in the thesis. Some constructive suggestions are raised. It is hoped that it provide some guidance to mastering of the rules and prospect of youth affair administration, so that the governments and committees at all levels can design more scientific means and plannings.The thesis employs the scientific outlook of development through. A lot of literature is reviewed and data is collected. With the related theories of youth administration as framework, the study is conducted. In a macro level, it investigates and analyzes the history and development of national and international youth administration; from the micro level, present situation and problems of administration of youth affairs in zaozhuang are studied from the perspective of history, economy, culture and society, etc. Theoretical studies and empirical study are expected to reach a persuasive conclusion.
