Research On Strategy Of Intellectual Property Rights Protection In International Science And Technology Cooperation

With the promotion of economic globalization and trade integration, the science and technology cooperation and communication become more and more frequently between various countries. Many countries obtain competitive advantage and comprehensive national strength through creating, occupying and using knowledge resources in the process of international science and technology cooperation (ISTC). However, China's intellectual property rights (IPR) protection institution got a late start; the knowledge sharing and transferring always result in exposing key skills and key technologies to their partners with the development of ISTC. The results are often the loss of IPR, non-performing configuration of IPR, unfair competition of IPR, knowledge and resources plundered etc. In order to better protect IPR of ISTC, it is very necessary to distinguish various influence factors and to construct IPR protection strategy system of ISTC. Therefore, this research is of not only theoretical value, but also practical significance.On the basis of absorbing and referencing related theoretical research at home and abroad ,this dissertation summarizes and comments existing literatures about IPR protection of ISTC, and analyses the existing questions and deficiency about IPR protection of ISTC at home and abroad. And then, the dissertation states related contents about IPR protection of ISTC, and deeply analyses the overall situation of ISTC, the current situation and questions about IPR protection of ISTC in China. Therefore, this is an inevitable trend to protecting IPR for ISTC development. On this basis, this dissertation selects five elements, including institution, relationship, economy, management and technology etc, to reflecting the influence factors on IPR protection of ISTC. Thus, it determines the influence factors analysis indicators system, and applies the factor analysis method to execut quantitative analysis, finally arranges this influence factors in the order of importance. In addition, this dissertation constructs IPR protection strategy system of ISTC according the strategy principles, defines the IPR protection strategy model of ISTC, and then constructs specific strategies through the macro and micro aspects. Finally, because of the actual requirement and condition limitation of research projects, this dissertation selects Heilongjiang as an example, to analyze the existing questions and measures on IPR protection of ISTC in Heilongjiang provenience, on this basic, to proposing some suggestions for completing the IPR protection strategy system of ISTC.
