Study On Sun Tzu's Art Of War And Stratagems In Social Crime Prevention And Control

Sun Tzu said: the art of war is of vital importance to the State. It is a matter of life and death, a road either to safety or to ruin. Hence it is a subject of inquiry which can on no account be neglected. In peacetime, however, State security mostly depends on public security department. It is a game of wit and courage to maintain stability,to punish criminal offenses, and to keep social order. The current public order in Shanghai, on the whole, continues to enjoy its stability, but the situation is still grim as negative factors that affect social harmony and stability. What's worse, the growing strength of Shanghai police forces is limited because the proportion of the police to the total population is higher than the national average level. To achieve sustainable development of public security work, Shanghai has to intensify its own development way, which means more attention should be paid to the costs and benefits of police strength resources, to the research and operation strategy of police security, to the promotion and development of strategic and tactical levels of the people's police, especially of the leaders at all levels, and to the wits and efforts on better and efficient utilization of police forces. In order to improve the police's strategic ability and competence of facing an incident event based on the rudiments of the Sun Tzu's Art of War, This article traces a theory on how to make use of strategy to strengthen the comprehensive administration of social public order in a new environment.This thesis was divided into four parts, by combining relevant cases and events in practice, deeply discussed how to apply Sun Tzu's Art of War to social crime prevention and control. At the beginning, the author based on the recent hostage crisis in the Philippines, concluded the experience and lessons from this security event, and then emphasis the importance of application of stratagems. In the first part of this thesis, the author introduced the core idea of Sun Tzu's Art of War, briefly showed the theoretical value and system of Sun Tzu's work. In the second part, the author analyzed the fundamentals of current social crime prevention and control, concretely discussed the manifestations in social crime, principles of crime prevention and control and problems in the Public Security Bureau's daily work. The third part discussed the feasibility of Sun Tzu's Art of War applying to social crime prevention and control from aspects of guiding ideology, course of word and theories. Besides, the author also elaborated the five relations to be deal with in real work. Finally, on the basis of preamble theory discussion, the author took examples of specific stratagems in Sun Tzu's Art of War, and expounded how to apply these stratagems into social crime prevention and control practice.
