Along with the economic globalization, the influence which operator's convergence to the world economics has strengthens unceasingly. Therefore, the regulation of operator's convergence has been a core part of Anti-monopoly law in many countries obviously .The regulation about operator's convergence in Anti-monopoly Law contains procedural regulations and substantial regulations, and the substantial regulations mainly focus on the substantive standards about the regulation of operator's convergence.The Anti-monopoly regulation of operator's convergence on substantive standards and analysis framework in China's《Anti-monopoly law》are still remain at the level of the basic principles, and difficultly to operate. In view of this, The author take that how to improve the substantive standards of operator's convergence in China's《Anti-monopoly law》as the starting point and end point. Then, the author focuses on concepts and type from the operator, introduces the economic theory about the operator's convergence, analyzes and discusses deeply and systematically on the substantive standard of operator's convergence in Anti-monopoly law home and abroad. Consequently, according to the specific circumstances of our country, the author proposes legislative opinions on substantive standards of operator's convergence, and hopes to provide some useful references to Anti-monopoly legislation in our country.
