The Scientific Concept Of Development Under Marxist Philosophy Vision

As is shown in the report of the Seventeenth National Congress of the Communist Party of China (CPC),"The Scientific Outlook on Development is a continuation and development of the important thoughts on development advanced by the three generations of central collective leadership of the CPC and a concentrated expression of the Marxist world outlook and methodology with regard to development. It is a scientific theory that is in the same line as Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thought of Three Represents and keeps up with the times. It is an important guiding principle for China's economic and social development and a major strategic thought that we must uphold and apply in developing socialism with Chinese characteristics."The Scientific Outlook on Development applies the viewpoint and approach of dialectical materialism,historical materialism and epistemology to understand and analyze the cause of socialist modernization. It has provided a powerful ideological weapon for advancing our great endeavor to develop socialism with Chinese characteristics, thereby has enriched and developed Marxist view of development. It has provided scientific world outlook and methodology for China's socio-economic development and long-run development of socialism with Chinese characteristics. This thesis discusses the Scientific Outlook on Development from three aspects.Firstly, the fundamental principles of Marxist dialectical materialism are used to discuss the Scientific Outlook on Development from the perspective of comprehensive , balanced and sustainable development. The thought of"comprehensive, balanced and sustainable development"has enriched and developed Marxism thought with regard to the systematic and integral development of society, and it has regarded social development as a complicated systematic project and social organism. Besides, it has accommodated its dialectic relationship with materialistic dialectics. As a fundamental approach to the Scientific Outlook on Development, overall consideration is a concentrated expression of the Marxist world outlook and methodology with regard to development, and is a concrete example of applying the thought of materialistic dialectics to modernization.Secondly, the Scientific Outlook on Development is based on historical materialism. It emphasizes that human beings are not only the means of development, but also the purpose and the subject. The people are the makers of history, the makers of social material wealth and spiritual wealth, and the decisive force of social change and development. Meanwhile, it has enriched and developed Marxist social development theory, in particular, it has innovatively developed Marxist historical materialism according to the objective requirement of the development of socialist market economy. It takes Marxist productivity decision theory as guidance, attaches great attention to the development of productivity, and views development as the most important part of the Scientific Outlook on Development, which has further enriched and developed Marxist productivity decision theory.Finally, the Scientific Outlook on Development is the recognition and study on the innovation achievements of theories in new period at the level of Marxist epistemology. Those new ideas of development offer a concentrated answer to such questions as for whom, on which and how to develop it, thus provide a basic principled train of thought for balancing various kinds of social conflicts and solving all social problems. Meanwhile, based on the profound understanding of the experience and lessons of domestic and international socio-economic development, the Scientific Outlook on Development deepens our understanding of the discipline of the governance of the Party, the discipline of socialist construction, and the discipline of development of human society. The continuous study on"Three Disciplines"is a great historic mission for Chinese Communists, and a major task in governing and rejuvenating the country, realizing the great rejuvenation of the Chinese nation , and accelerating Marxist Sinicization , modernization and popularization.
