Antidumping Law in United States stems from anti-trust law."Antidumping Act of 1921"is the first antidumping law in the history of America, and also the earliest template of international antidumping law."Antidumping Act of 1921"plays considerable role in the history of the development of antidumping law in U.S. However, with pioneering significance, at the beginning of the implement, the Act didn't functioning properly in the respect of controlling dumping and reducing tariffs. Due attention has been paid to"Antidumping Act of 1921"till the Grate Depression. The political motives behind this are more important than the economic incentive. Since then, the United States antidumping laws have following these tracks and prove the ideology.This thesis consists of three parts: the Introduction, Main Body that contains five chapters and the Conclusion.Introduction contains the data retrieval, the aboard and domestic scholar's research on this subject, as well as the structure of the article.Chapter one indicates and analyses the cause of the dumping all over the word in during the end of 19th century and the beginning of 20th century. In the wake of Industrial Revolution, the economy of capitalistic counties developed rapidly, facing the increasingly intense international competition, most countries increased the degree and frequency of dumping to resolve the problem of overproduction and protect domestic industry against foreign competition. Therefore, Canada, New Zealand, Australia and British issued antidumping laws in succession.Chapter two continues to introduce the emerging of antidumping law in the United States. Different from other capitalistic countries, the birth of antidumping law in America is the Separation of the antidumping law and the anti-trust law. In this process, legislative purpose also changed, it was transformed from preventing the conspiracy of foreign exporters and domestic importers to establish monopolies by dumping to regulating dumping goods at low price.Chapter three expatiate the legislative background, legislative purpose, basic content, advantages and shortcomings of the U.S. first antidumping law—Antidumping Act of 1921. Borrowing ideas from antidumping laws of Canada and Briton, this Act was a classic in the phase of basic concepts explanations and legal procedures designs.Chapter four mainly discuss the execution of Antidumping Act of 1921 before the Great Depression. As the result of contradiction of American economic policy, antidumping law has not been given due recognition and the tariff keeping high. Finally, rampant protectionism initiated economic crisis.Chapter five analyses that, by the conversion of the economic policy, Antidumping Act of 1921 has been placed great emphasis again during 1934-1974.In conclusion, the author summarizes the main contents of the article and sum up the development track of the United States antidumping laws.
