China has established it own civil servant welfare system as well as the salary standard since the reform of salary system in 1993. It also made relative subsidy systems according to the different economical development and governmental revenue in different areas. The Civil Servant Act again ruled about the civil servant welfare system in chapter 12 and item 76 in the year 2006, which indicated that: civil servant can enjoy the welfare benefits according to the specific regulations of the country. With the deepen reform of our civil servant system, the civil servant welfare system has become one of the most important and urgent system to be perfected, also the focus of research.The paper has accumulated lots of materials and documents relative to civil servant welfare system. On the basis of above work, the author summarizes the history, current status and functions of civil servant welfare system. In addition, the paper also explored the problems in the civil servant welfare system, such as: the incompetent of current law system in civil servant welfare system; the lack of unified management and supervising department; material income covers a high proportion in the total income of civil servant; no unified standards of giving out welfare subsidy; no rules to set up welfare items and the there forth of"grey corruption". According to these problems and the reasons underlie, the paper also take advantages of foreign experiences to promote the reform home. The suggestions and strategies are as follows: establishing and improving the law system; regulating the management system; promoting the welfare monetary reform as well as improving the practice of civil servant welfare system.
