Tourism of comprehensive and dependence, different sex and instability characteristics, resulting in tourism vulnerable to natural environment, values, social structure, regional differences of the factors such as show high sensitivity and drastic fluctuations. In recent years, along with the rapid increase of tourists, traveling passenger regional liquidity rising, plus tourists safety consciousness weak, the self-protection ability weak, social income inequality, rich-poor gap enlargement, tourism and imperfect legislation and tour of corporate management system is not perfect, blindly pursuing economic benefits etc causes, tourism appeared in the process of the crime is rising continuously, affects the normal development of tourism activities. Therefore, discusses how to strengthen the warning, management and control, reducing tourism crime phenomenal happening, how to evaluate the influence degree of tourism crimes, how to deal with the recovery in order to reduce its negative effects such issues, and has important and pressing practical significance.Based on this, the paper in the system to organize their domestic and international tourism related literature research progress of crime based on tourism, creatively put forward the basic theoretic frame of crime, and with travel security, crime psychology, sociology, tourism systematics and crime theory of tourism management support, and discusses impact factor and tourist crime formation mechanism was analyzed on the basis of tourism crime effect, influence path and influence mechanism, put forward the forecasting methods and tourist crime, prediction model of the crime and tourism, constructing the evaluation and analysis of tourism, and combining the criminal appraisal system of zhejiang the thousand islet lake tourist crimes involving the empirical analysis, and finally this paper from the strategic, social, behavior three aspects constructs tourism crime control system and will travel crime into before, during and after the three stages, respectively, to prevent management, implementation, management and restore management so as to construct the travel crime management system model.Full text is divided into seven parts:The first part is the introduction.
