A Study On Shandong Disabled Social Security

Disability is the inevitable price in human reproduction and social progress. Watching the whole life course of human being, irresistible getting old and uncertain disability-causing factors make everyone fall in the risk of becoming disable at any time, and most people will fall into a state of disability, as it just differ in causing factors, happening and lasting time and consequences of the disability. According to the theory advanced by Rawls, an America scholar, whether the principle of fairness and justice has been reflected in a society, in general it needs an identity from"the least beneficiaries". Persons with disabilities as vulnerable group in society, without the protection of disabled person living there would be no overall social development and progress. The so-called social security of persons with disabilities means a system arrangement that country give special assistance to the particular object of disabled people in order to protect their basic living rights, it is the important part of social undertakings and social construction.This thesis reviewed the basic principles and international and domestic practices and evidence of social protection of persons with disabilities, and basing on the above, the meaning and the basic content of the social security were expounded. According to the actual development of social security of disabled person in Shandong Province, we objectively analyzed the achievement and problems it still has in the building of the disability social security in Shandong Province, and these issues are expounded at medical, employment, social assistance and other. By analyzing the development of the practice of social security of disabled person in U.K., Germany and Japan, we further brought a revelation about the development of social security of disabled person in our country. At last, proceeding from characteristics of Chinese current era background and levels of Shandong province's economic and social development, taking the scientific development concept as a guide , and according to basic requirements for the disabled for the basis to construct the socialist harmonious society and the equal access to basic public service, we put forward countermeasures and suggestions of the disabled social security construction in terms of the system construction, fund operation, legislation ,law enforcement and nonprofit organizations and so on to aim at the lack of social security system .
