Countermeasures And Problems Of On Administrative Enforcement Of Statistics Laws

With the development of socialist market and reform of government functions, the awareness on the importance of statistics laws has been enhanced, great importance has been attached to statistics work and statistics laws have been improved greatly. However, the changes in objects and methods of law enforcement have influence the accuracy and timeliness of statistics; falsification in statistical information also happens frequently in recent years, which has disrupted the orders, damaged the credibility, harmed the image of statistics departments and increased the difficulty of law enforcement. So the research on the administrative enforcement of statistics laws is necessary, significant and practical.Through comparative analysis, induction and deduction, and empirical investigation, this article explores the problems in the administrative enforcement of statistics laws and makes some suggestions. The first part is introduction, mainly about the basic situation of administrative enforcement of statistics laws. The second part is about the basic theories on administrative enforcement of statistics laws. The third part is about the present situation on legislation and enforcement of statistics laws and problems concerning this issue. Now the statistics law system is relatively complete and has its own system, but there are still lots of problems in this system, including weakness in understanding the concept of ruling by law, inelasticity of current legal system, low quality of law-enforcing contingent, imperfection in law enforcement procedure, adverse environment for law enforcement and conflicts between statistics work and laws. The fourth part is about countermeasures. On one hand, the awareness of statistics laws should be enhanced, reform should be made and the comprehensive quality of law enforcement officials should be improved; on the other hand, the system of personal responsibility should be established to improve current system, drawing on the experience of foreign countries. The last part is conclusion. The influence of politics, economy, society and national conditions on law enforcement system is pointed out, so it is a process to perfect the system. Deficiencies of this article are also included in this part.
