Historically, China is a unified multi-ethnic-group country. Most minorities have their own religions and cultures, which can explain the long-lasting existence of religious and ethnical conflicts. Currently, our society is undergoing a huge economical and social transition, and any conflict accompanying has a good chance to trigger religious and ethnical issues. Situation is even worsened by sabotages of enemies within and beyond the border. They are dangerous agitators, using pure religious and ethnical issues, to stir up mass incidences, scheming to destroy peace and stability, and split the country. Such mass incidence should be defined as contradictions between ourselves and the enemy rather than those among the people. Mobs usually turn to violent ways, such as attacking even killing people, robbery and arson, which are highly dangerous. The happenings also expose the weaknesses of our government's crisis management and information collection. Only if such incidences are successfully prevented and controlled, can the social stability and peace be maintained.This paper is designed to analyze the nature, characters, causes and responding principles of mass incidents in the guise of religious and ethnical issues, with the aim to discuss the strategies of prevention and management.
