The explanation of civilization in Xinhua Dictionary is a social status when a society develops to a higher stage. Political civilization is the good achievement that people get from their political practice in certain stage of society. It is presented as the progress of political rules and regulations and political life. Political civilization is an organic whole which is composed of five parts, including subject, realization, relationship, behavior and system.
