Zhoujiazhuang Township Pattern To New Rural Reconstruction Enlightenment

As the only preserved collective organization implementing the township-level accounting, Zhoujiazhuang has many unique features. The people who have known this kind of township want to understand these issues such as its development course, management mechanism in various fields, operational effectiveness, the reason why it has been retaining until now and so on. Concluded from perspectives of all walks of life, the core of the views is no more than two:one opinion is that its pattern should be worth promoting, for the pattern is representing the future direction of "Three Agriculture" as well as it is a significant reference to the new rural construction in China. The other opinion is that the pattern was formed in special circumstances and was preserved under the peculiar factors, so that the present and the future society will not meet the promoted requirement and will not be able to solve the existence questions on "Three Agriculture". Therefore it is believed that it has no reference values.As far as I am concerned, however, through the investigation, I hold that its reference is significant. Many practices are beneficial to Chinese socialist new countryside construction which is being carried on. The practices are as following:The management system of "two levels of all, one-level calculation", the management pattern of "collective management, unified accounting, specialized contracting, divisions of segregation", the operating mechanism of "the three guarantees and one reward, labor quota system" as well as the thoughts and the practices of "the fixed quantity rewards and punishment manifesting the efficiency first, the general welfare revealing fairness" et cetera. Through the research and the ponder, I obtained some viewpoints listing as following which are for your criticism. (1) Due to the vast territory and large population in China and for local conditions vary widely, a high degree of political unity should be achieved and some areas in the economy should also be unified. While some are not in the same way. If neglecting the differences, carrying out the "blows the gale" in the economy and bringing about the unification through the "all at once" method, the consequences will certainly not be good. (2) Being one national policy, Household Contract Responsibility System has completed its historical mission basically. With its positive role has arrived the crest, the negative function starts to appear. Therefore it should be kept pace with the times, be gradually improved its form and content according to the local circumstances and be classified and be formulated the suitable "Three Agriculture" policy for different regions. Otherwise it has the possibility to become an obstacle to the new rural construction. (3) The stability of the Chinese grass-roots unit society,the consolidation of the grassroots political power, what grassroots people strives for, the advanced formation of grass-roots unit society and the formation of moral habits, etc. are inseparable from the grass-roots organizations with the magic weapon "economic basis". (4) The laws in the social progress and scientific progress are incompletely same:In scientific progress, the latter is stronger than the former and the new is better than the old. Yet in social progress, things in the past forms are not necessarily backward and newborn things are not necessarily advanced. If one advanced social policy is not timely implemented and if methods and procedures are improper, they would tend to impede the social progress and even cause social confusion encountering the opposition. But they can't be asserted as social backwardness. In addition, social policy without advances possibly conforms to the time requirement so that the good effects are able to come off. But they can't be asserted as social progress. In consequence of the above, we can conclude that the design of social institutions, mechanisms and procedures in favor of social progress must be based on the attitudes of incorporating things of diverse nature,absorbing the merits of others, seeking truth from facts and suiting our measures to differing conditions in terms of locality and time involved.(5) The new rural reconstruction requires the realization of agricultural mechanization, industrialization, intensive and technology. (6) In order to obtain good results, new rural construction and the urbanized movement must be under the all-round consideration and in mutual sustaining, assistance and supporting. If attending to one thing with lost of another,it can create social chaos.
