In recent years, with the propulsion of urbanization and industrialization, plenty of land which is especially in the suburbs of the city was expropriated by the government in our countryside. The present legal regime on land expropriation formed in the 1950th. That is called planned economy time and is very special.It contributed to the economic business in our country. However, with the development of economy, the present legal regime on land expropriation has revealed its inadaptability to this time which has caused so many severe problems, such as the problem of landless peasants and abusing use the land expropriation power. If these problems are not handled timely and effectively, these will become so incoordinated with the stabilization of the society. Therefore it is very meaningful to have a good research on legal regime on land expropriation.The beginning of this article introduces the summary of the concept and character of land expropriation, then retrospects the history of land expropriation, then pointing out the defect of land expropriation system in our country and then analyzing these defects from a economics point of view. We can refer to the trick of developed country and Taiwan province on land expropriation.Taking account into national conditions on the stage and three advanced models of east China, we try to discover one path to the bettering the land collection system. The reform of land expropriation have to adhere to the particular principle, establishing the system of modern property right of collective land expropriation on public interest bettering the compensation system, bettering the process system, bettering the system on transferring rights of rural base utilization.
