Today, informal (sector) employment has become a good way to solve unemployment in the countries, especially in developing countries; it has got a pretty good performance. We should learn the experience in informal (sector) employment from them. OIBNC has been attached more important by developing China. Unemployment in OIBNC was worse and worse, it has been the most severe problem to restrict development of OIBNC, even China. Only was unemployment in OIBNC solved, OIBNC could develop better, and Chinese economy could boom in the world.By introducing what informal (sector) employment was, and analyzing the situation of informal (sector) employment of the old industrial bases in northeast China (OIBNC), we could find out the problem of unemployment was the most important point in the process of reconstruction of OIBNC. So how could we explore a real appropriate way to solve the problem of employment in OIBNC? We must face it. Through analysis of the advanced experience and resolutions for unemployment in different countries, I thought the informal (sector) employment was a effective and efficient way. From the data of labor employment statistics 2000, 2001, 2002, and summarization of experience of foreign countries, and the informal employment case of Shanghai, I testified it was feasibility and efficiency to develop informal (sector) employment in OIBNC. At last, according to model of Shanghai, to refer to informal (sector) development measures for OIBNC, and to hope those were good for reform in OIBNC. |
