Operating Model Research On Shanghai Organs Of Land Banking

As an innovation of China urban land using reform, land banking has, in recent years, brought forth progressive effects such as having improved land market system and the economic society. Land banking mechanism is an important means of enforcing urban land market administration. It is important for the government to support the organs of land banking, which will strengthen the government to concentrate the management ability.In the initiative developing phrase, there are much disputation existed in many aspects. How to direct and operate the land banking system has not been understood definitely yet. The research on the land banking has lagged the practice development and mostly lacked the basic theory deepness. As a result, many problems have emerged. Therefore, how, under current system, to innovating the Land banking mechanism should be a way to thinking and discussing.In 1996, Shanghai established the first organ of land banking-Shanghai LandDeveloping Center, which firstly practicing land banking institution in the whole nation and gradually became the Shanghai Model that is market-oriented. Therefore, it is representative and typical that the study focuses on Shanghai land banking model.The research way is as follows:Firstly, the research of foreign and domestic land banking is analyzed, and the theories that study basis defined, as well.Secondly, the author analyzes the foreign and domestic land banking institution and its operating model.Thus thirdly, according to current system and policies, based on the evaluation of the present condition of Shanghai land banking, the author make a further study on the land banking institution's position and is trying to deeply analyze the land banking operation system, especially the more important aspects. And then, the author put forward some principle policies to developing the operating model, and to optimize our country's land banking mechanism.
