Since the 21st century, China has witnessed an unprecedented upsurge in resources demand and faced shortage of some strategic resources. Based on this reality we must consider exploiting resources in the international market, accelerate the speed of resources seeking style outward FDI and realize domestic balance between gross supply and gross demand from an international scope. Albeit China's outward FDI is still at a primary stagy with a small scale and a low rank, comparing to its inward FDI rank, the time for Chinese resources seeking enterprises to invest overseas in a large scale has come. From a theoretic view, China's out FDI has entered into the third stage of Dengning's Investment Development Cycle Theory. From a realistic view, China's high GDP and large foreign reserve means it has a strong economic power in going overseas to invest. In China's resources-seeking style FDI, there exist many problems such as the monotonous of investment body (mainly invested by state-owned enterprises), low efficiency as well as often invested at a small scale. In this paper, these problems are analyzed, successful experience is summed up and some useful suggestions are provided. For Chinese resources seeking enterprise, "why to invest abroad?", "by what to invest abroad", and "how to invest abroad effectively" are three questions for them to answer. And this is just what this paper focuses on.
