Metropolitan City development tends to decline with the appearance of "Adverse-citification" phenomenon, nowadays. As the sharp increase of serious issues caused by city-centralization, Governments of many countries establish all kinds of policies promoting suburban citification; these actions promote suburban enlargement and downtown decline. Beijing, even all China is going through the historical phase of urbanization. How to construct satellite town; how to guarantee the scientific planning; how much to invest; how to get to the Win-Win result between the government and developers; how to arrive at the dual benefit of Economics and Society; all above are key subjects to be researched on now.The paper analyzes these subjects from two aspects: theory and Huairou New Town case.In theory analysis section, the paper begins with China's urbanization policy; then discusses the grading subject of satellite town development, in this part, the paper refers to foreign Satellite town construction model; then the paper adheres to the principal of market-oriented direction in reference of China's historical experience; at last ,the paper suggests satellite town development should abide by harmonious,sustainable and practical principle.In case study section, the paper researches on the status quo of Huairou District, and future city function & industry choice positioning of Huairou New Town, establishes the initial city master plan, according to this plan, we worked out the financial analysis of two planning programmers. This section justifies the theory analysis.
