| In course of carrying out the western development strategy, it is a well-recognized essential thing for the sustainable development of the West to protect the eco-environment. This article focuses itself on the study of the realistic foundation, current situation and ideas of the sustainable development in the context of the west. The reference mainly used for is the contemporary theory of Environmental Ethics, via such methodology as value-analysis, systematization and analogy, etc. It is expected to provide a clear value-direction of environment, a set of rules of environmental ethics, and the strategy of environmental protection.Ecological protection is the main mission and access of the western development strategy. The delicate eco-environment of the west has weakened its sustainable development ability and also constituted a threaten to the eco-secure of the whole country. Enhancing the ecological protection and insisting on the sustainable way seem to be the inevitable choice. Environmental Ethics can furnish a new vision and value-direction for that.Sustainable development is the reflection and develop-discard of the traditional view of development. In order to earn the win-win outcome of the economy and environment, we should set up the idea of a perfect harmonization of the nature and human being, rather than taking the traditional approach which cores in "pollution first, then harness", or "destroy first, then recover".A set of strictly-composed rules is also important for the western sustainable development besides the changing of the idea. From an environmental-ethical view, and according to the hard situation and deteriorating trend of the eco-environment, this article bring forth three aspects of ethical rules for the practices of the western development: Environment First, Harmonized Development, and Reasonable Utilization.Every human being owes a duty for the protection of the nature. The effect of the adjudication function of environmental-ethical rules depends not only on the strengthen of the consciousness of the man's environmental protection and the elevation of his morality by propaganda and education, but also on the establishment of a well-work legal system and environmental compensation system through the legal and economic approaches. In general, protection of the environment identifies the protection of productivity; a good care for the western eco-environment equals a good care for our homeland. |
