Research Of The Administration Fact Behavior And Its Tesponsibility

Text: The research of the administration fact behavior is later than other countries in China, it starts in 80's, and develops in the end of 90's, therefore, currently the theorists' research bases on the demand of the practice in need of the research of the system. In the paper, firstly , the author studies from the meanings of the administration fact behavior, after he introduces the origin of the administration fact behavior and the viewpoints of the domestic and international scholars; Secondly the author divides the administration fact behavior into three types ; Thirdly, according to the classification the author researches its forms of irregularity, principles of responding, and conditions of responding ; Finally, according to the analysis of the preceding context, the author draws a conclusion and indicates some problems in the paper.
