| It has been a long time for various kinds of obligation accidents emerging in an endless stream. Time after time, fire catastrophes cost heavy losses of lives and property, and thus leave over people imcomparable agonies and deliberation. In today 's highly marketiged modern society, how to adjust the relation between natural factors and productive forces by legal means, and by which to reduce the occurances of fire accidents and safeguard the public security, has become a valuable proposition beeing realistic signficance. Being a fire-fighting supervisor, the author takes strong interest in the problem. Beginning with lines on concerned concepts and legislation history, the thesis makes a summary on the history development of the crime of fire obligation accident, and introduces the related regulations of foreign law. As to the constitutive characteristics of the crime, the author made penetrating analysis based on the reality of fire-fighting work. For the related technicalities which are difficult to deal with judicial practices, the author made a serious summary, in which original views are set forth. The final part of the thesis penetrates into the punishment arrangement of the crime in the Criminal Law, and puts forward a few new significant proposals.
