Transportation investment project economical assessment is an important part of pre-feasibility research report and feasibility research report, which provides economical foundation for investment project assessment and scientific decision-making. Because of characteristics of transportation investment project distinguishing common industry investment projects, national economical assessment should be the emphasis of the investment project, whose key problem is how analyze benefit-cost accurately.National economical benefit of development-oriented transportation investment project is to settle a good foundation for improving poverty areas' economy, but it is described qualitatively in relevant regulations in China, and lacks quantitative analysis. The results is that decision-making of investment project is short of scientific and impersonal basis.After comprehensive studying of relevant regulations and research materials relating to theories in-and-outside the country, the author try to calculate external benefit brought by development-oriented investment project quantitatively. The following conclusions have been drawn in the paper:On the theme of relation between poverty areas transportation and national economy, trough applying statistics, econometrics, theory of location and theory of production function, some models are established by statistic data of transportation and economy of different areas. On the basis of above, the author puts forward input-output mathematic model and explain the feasible reasons.Based on analyzing input-output model and multiplier theory, transportation input-output mathematic model and transportation input-output table are established and the author demonstrates rationality and feasibility of the model. Through practical statistic data calculation, the conclusion is that improvement of transportation of developing areas has stronger driving power than that of average level of areas of China.The principles of the benefit-cost identification of national economy assessment of the project have been brought forward. The author puts forward some calculable index and method of calculation. Some problems caused by the method are described and the author puts forward some proposals to improve model and method. Finally the author combines material engineering to calculate and analyze, and the calculated results from model are theroretically and logically reasonable and well fitted with theresult of practical staticstics.
