After entering 21st century, in the face of the arrival of new economic era, some inside management system of state-owned scientific research institutions does not already adapt to this change more and more. This problem concentrate the human resources management, especially technical staff management, Technical staff is the backbone of state-owned scientific research institutions; they undertake the strenuous technological research and development task of institutions. They not only development the products with independent intellectual property right to enterprise and create the wealth, but also is the base power which the state-owned scientific research institution can grow up continuously. So it is the important subject to study in development and encouragement of strengthening the technical staff in the human resources management of the institutes.This dissertation try to design the motivation system which adopt state-owned scientific research institutions, through studying the developing and encourages question with the technical staff in the Sichuan Institute Of Piezoelectric and Acoustooptic Technology (SIPAT). It provides a new way to the management system reform, especially the reform of human management system for state-owned scientific research institutions.Firstly, this dissertation introduces human resource management conceptions, human nature assumption theory, the definition and function of motivation and so on. Then this dissertation introduces the management current situation to the technical staff of the institute. In chapter 4, this dissertation analyzes the existence problem of the development and motivation of the technical staff, which adopt the research approach of the questionnaire investigation. On the basis of this, this improve the reformative scheme, which include the professional technique evaluate schemes based on technological ability, the job achievement appraisal index based on KPI and the working attitude appraisal index base on fuzzy examine, the training demand analyses and training result appraisal program, and the other motivational way. |
