The Research On Building The Goal Of The Society Of Well-to-do Level All-sided Greatly In The Western Regions

The 16th plenary session proposes that building the goal of the society of well-to-do level all-sided greatly. Bringing about the goal requires common development of the whole nation. But the western regions have the very important strategic position in building a well-to-do society. And they are the component part for our country to build the society of well-to-do level all-sided greatly. The western regions are not only the focal point but also the difficulty of us to realizing the goal of the society of well-to-do level. No the well-to-do society of the western regions, there is no realization and consolidation of the well-to-do society of all-sided level.Now, the western regions face so many difficulties and questions in building the well-to-do society . They mostly have six kinds of questions and difficulties : first, the week of economic base and the worse shortage of fund; second, the bad basic-facilities ,which restricts the rapid development of economy seriously; third, the irrational structure of production and the low technology components of the products; fourth, their bad investment environment and their inferior competitiveness in domestic market; fifth, deteriorating of the ecological environment which harms the sustainable development; sixth, the backwardness of education and the shortage of necessary high level constructive intellectuals.Building a well-to-do society of all-sided level, the western regions must tightly centre on these things such as economy, politics and culture. The basic ways containseven aspects: first, emancipating people's thought; catching the opportunities and accelerating the steps of the development; second, strengthening infrastructure facilities and improving the ecological environment ; third, improving the investment environment and making both domestic and over seas fund run into the western region's construction of building a well-to-do society; fourth, adjusting the structure of production as soon as possible in order to promote the development of the characteristic advanced industries; fifth , flourishing the economy of rural areas totally and quicken the steps of the western region's urbanization; sixth , developing science education , fostering and using all kinds of intellectuals; seventh , enhancing the legal construction and ensuring the building of the western region's well-to-do society. By these ways, we could realize the goal of building the society of well-to-do level of all-sided level smooth.
