Analysis Of The Demand Of Reclaimed Water Project Predicting Theory And Method In Urban Wastewater Resource Utilization

Urban wastewater resource utilization means that wastewater can be treated to a sort of steady water resource and reused in irrigation, industrial cooling, municipal virescence, road insufflation, groundwater replenishment, surface water supplement and other aspects, according to the treatment and required water quality. The sort of water resource is called reclaimed water. Wastewater reuse can resolve the crisis of water resource shortage effectively, and protect water environment as well. However, currently in the process of wastewater resource utilization in China, it is lack of scientific basis and practical methods in predicting demand of reclaimed water project and analyzing of consumer choice for reclaimed water and tap water. This problem has become a crucial and central problem in urban wastewater resource utilization.The paper focuses on the demand of reclaimed water project predicting theory and method. There are many factors which influence practical demand quantity of reclaimed water projects. Some of them come from the aspect of reclaimed water consumers; others come from the aspect of reclaimed water manufacturers.The main factors of them are reclaimed water price, tap water price, the quality difference between reclaimed water and tap water. By leading in the concept of quality difference among products in industry organization theory, the difference between reclaimed water and tap water and difference of quality cost between them have been analyzed. Based on it, the price model and demand function for reclaimed water has been presented and optimum choice of consumers for them has been discussed. The influences on the demand of reclaimed water led by varying price of tap water and price of reclaimed water have been discussed by using demand function and price elasticity of reclaimed water.Based on characters of reclaimed water consumers, optimum choice of consumers for reclaimed water and tap water and choice of consumers for optimum quality of reclaimed water have been discussed. And method of calculating consumers' demand quantity of reclaimed water has also been presented.Based on characters of supply of reclaimed water, method of calculating demand quantity of reclaimed water projects has been presented. Consumers choosing principle and methods on how to evaluate and assure demand quantity have also been presented. In case study, the project of reusing the treated sewage from Beijing Gaobeidian Sewage Treatment is chosen. Its demand quantity has been calculated and the problem in realizing has been pointed.
