| Reform of the agicultural extension system in the county is the biggest problem faced by present agricultural extension system. Administrative interfering and shortage of expense is one of the prominent problems in present agricultural extension system. In this thesis, Zhuanghe Agricultural extension Center was used as the research objective, quantitative and qualitative analysis combining with investigative research method was used to analyse systematically the actuality of administrative management in agricultural extension, the variation trend of each expense, the status of income and expenses and the problems in them, and the cause of these problems was anatomized thoroughly.The administrative management in agricultural extension is an adjustment that the government made on the economic circulation when all comes to all. The present agricultural extension system in our country is characterized by the guidance of government, "double guidance"is adopted in the management of agricultural extension organization. The administration system will inevitably bring out many problems, of which the primary problem is the contradiction between the administration system and the market request and the serious shortage of fund. According to the analyse of the agricultural extension system of some representative countries, we get the solution that our agricultural extension system should become administrative organization, the participation of government shoud be reduced, the spending for agricultural extension should be increased and the source of fund should be enforced by government.The outlay of the agricultural extension system in our country consists of three parts: operation fund, project fund and management income. The scarcity of operation fund in Zhuanghe Agricultural Extension Center result in the scarcity of structure. The staff cost in the operation fund keep high while the operation cost remain low, this is caused by rigid increase of staff cost and redundance of staff. All these phenomena bring negative effect to the agricultural extension cause.In the ten years from 1993 to 2003, the change of operation fund and project fund is consistent. The analysis of us indicate that the expend in hardware and software is inconsistent. The appropriation of operation fund is ubiquitous, the rule "special funds for special use"is disobeyed.It's a focus if the agricultural organization should engage in income-generation. We analysis the difficulties that extension organization face when persuing income-generation. The most popular managing method is "combination of technique and material", the income coming from it is over 90% of all the generate income. The income generated hasn't become the major source of agricultural technique extension system, the major cost is used to make up the gap of Operation fund.Some operable policy suggestions on the existing problems of Zhuanghe Agricultural Extension Centerare are put up in the last part of the thesis. |
