In the 21st century, with the fast development of Shanghai's urban tourism industry, tourism has become a new point in Shanghai's economic growth. In the next few years, with the fastened process of urbanization, tourism industry inevitably will be in a new-round growth. As a key factor in the sustainable development of urban tourism, the development and management of tourism human resources(THR), which including the potential THR, will play an important role in future development of shanghai' tourism industry. However, either current situation of tourism industry or those studies on THR reveals that as the scale of THR is expanding with the development of urban tourism in Shanghai, the constructional contradictions in THR allocation are gradually exposed. How to solve these contradictions will be an urgent task. Under this background, this paper probes into a new angle of potential THR, selecting tourism graduate' orientation to employment as the research emphases to study how tourism undergraduate education contributes to the growth of THR. Then some suggestions are given to promote the potential THR's converting into real THR.The paper is made up of 5 parts. Part 1 is preface, which has a brief introduction of the related researches on the potential THR. Part 2 reveals some features in the employment of tourism graduate in Shanghai, providing a basic concept of tourism undergradute education's contribution to the real THR. Part 3 is an investigation report on the orientation to employment of tourism undergradute students. It analysizes about the criterian, place-choosing and career anchor of these tourism undergraduates. Part 4 is about the contributing factor, the current orientation to employment of tourism graduate body is the outcome of multi-systems. In Part 5 some suggestion are given.
