| Industrial cluster, a worldwide phenomenon, is a systematic industrial community like a Biological organism with many relative enterprises and institutions centralizing together in a certain region based on some economic relationship. Pushed by the globalization and Informationization tendency, Industry clustering world widely is becoming a more and more outstanding phenomenon. Its Competitiveness rises from scale-effect, cluster-effect and innovation-effect, and it brings much efficiency in optimizing the industry organization, promoting specialized labor division and cooperation, solving the social employment problem and environment problem, especially important for developing countries dealing with the relationship between globalization and localization. Accordingly, the regional development theory is transiting from the gradient shifting theory and growth poles theory to industrial cluster theory. Also, The regional development strategy is transiting from single enterprise development strategy and industrial structure strategy to industrial chain and cluster strategy. In China, industrial cluster phenomenon is especially outstanding in Yangtze Delta region. Circling a main industry, the relative enterprises and institutions cluster and form varieties of certain industrial blocks. And with the flexible labor division and mutual promotion, it helps to strengthen the competitiveness of the enterprise and whole region and promoting the economic strength through lowering the trade cost, enhancing the specialization, promoting innovation and sharing the regional brand brought by industrial cluster. Industrial cluster is the product of market oriented economy and inevitable phenomenon of Chinese industrialization process. However, during the transition time from planned economy to market oriented economy, industrial cluster in Yangtze Delta region is still in the beginning stage of development with weak connection chain, weak innovation and implanting. So the competitiveness is still not developed completely and its healthy development need further efforts of government. Government plays critical role in supporting its sustaining and healthy development. Here the author tries to point out the direction of government's efforts and active measures in building the world industrial cluster base by clarifying and analyzing the forming reason, the status of development presently, and existing problems of clusters in this region. |
