Perfecting And Stipulating The System Of Government Project Procurement

Since pilot project of government procurement has been implemented in 1995, government procurement has got more function in our country's political, economical and social life. With the formal implementation of " Government Procurement Act of China ", all parts of the China are strengthening and expanding the field of the government project procurement. Government project procurement has already become an important respect of government procurement. However, on one hand, the development of government project procurement is limited by many reasons, for examples, the system and regulations are not sound, the theoretical research is lagging behind the practical work. So there come many problems in practice: avoiding procurement, irregular operating, surreptitious operating, and the effect of government project procurement are hard to develop. On the other hand, the internationalization of government procurement puts the double pressures of developing and opening on Chinese imperfect government project procurement. These demand to set up to establish the system of government project procurement suitable to China's actual conditions as well as international practice as soon as possible urgently.On the basis of basic theories of government procurement and traffic department government procurement subject, the thesis analyzed the system of government procurement and successful practice in developed countries and regions, and explained the characteristics of international government project procurement in order to set up the normal system of government project procurement in China.The thesis introduced briefly government procurement and system of government procurement at first, and explained the concept, characteristic and importance of government project procurement. In the positive research part, the thesis especially analyzed the systems of government project procurement in such developed countries and regions as U.S.A., Germany and Hong Kong, etc, summarized the characteristics, reference and enlightenment of the system of foreign government project procurement. And then researched the practice of the governmentproject procurement in China. From such respects as the legal construction of government project procurement, management system, purchasing range, bid purchase, purchasing procedure, supervision mechanism, information issue and fund manage, the thesis analyzed the problems and reason existing in the practice.In the conclusion part, on the based of analysis mentioned above, the thesis put forward suggestions for perfecting government project procurement, for example perfecting legal system, deepening the understanding, stipulating purchasing range, setting up suitable management system and procedure, perfecting system of competitive bidding, doing well related system reform and basic work, etc. Especially, combining the traffic department's government project procurement, the thesis stipulated the scope of government project procurement, try to make the centralized purchasing catalogue and purchasing limit standards.
