On Present Situation And Measures Of Chinese Government Informatization

Since we entered 1990s, the informationize wave swept across the whole world. The human society stepped into an informationize age. With the rapid development of the internet technology, especially the popularity of broadband access technology in global range, every country spare no efforts to carry out their own construction project of informationize system. Among the construction of National Informationize system, government informatization become the key project for the whole informatization in new history situation, how to face fierce competition and serious challenge in an international society, seize the opportunity and develop our country? How China make up the government informatization strategy goal and policy, plan out suitable development measures our own practical nation conditions? How to operate specifically to ensure the process of government informatization step forward smoothly and high efficiently in the process of carrying out the construction of government informatization? This series of significant topic is worth for us to do some system analysis, all-round consideration, main research and deep explorations. In this thesis, the course of our government informationize is analyzed and studied entirely, systemicly, synthetically. Furthermore, five stratagem measures are proposed, linking with the informatization characteristic and present situation of our government The thesis is made up of three parts. The first part: connotation and meaning of government informatization. First, introduce the difference understanding of government informatization of scholar in and abroad, and summarize its basic connotation and understanding through different angle; then discuss the significant meaning and role of government informatization from four aspects: promoting the Chinese democratic process, the innovation of government's management system, the development of socialist politics and culture, and the construction of socialist harmonious society. The second part: present situation analysis on the development of Chinese government informatization. Analyze and discuss the present situation, related factor for restriction and the existing main contradiction of the development of Chinese government informatization mainly from several aspects: general process analysis, external disadvantage factor and internal operating mechanism etc. The third part: main measures to promote deeply the Chinese government informatization. Analyze the government informatization's challenge to traditional government system with theory, make clear the government informationzation construction strategy which correspond with our country's conditions, and provide a series of feasible reform plan and measures in view of traditional administration system's impact on the working efficiency and so on. Especially point out the Chinese government's developing direction and train of thought in the aspect of strategic thought, overall developmental aim, planning as a whole, building governmental information construction frame and promoting information resource sharing, strengthen the important measure such as research and development of information technology and so on. These researches will have guiding meaning for the construction of Chinese government informatization.
