| With the Law of the People's Republic of China on Bid and Tender being brought into effect, the bid-tender mode has already become a major way of exchange and important controlling measure in construction market. Bid evaluation is a crucial step in the bid-tender process of construction work, which has a direct impact on the progress of the construction work.Since the incipient evaluation is often neglected in practical bid evaluation, the definition of medium warp is proposed in the present paper in order to forms a complete warp system together with fatal warp and hairlike warp. Based on this system, this paper establishes a quantificational model for incipient evaluation and analyzes the identification warp limit in a systemic manner. In detailed evaluation, two types of methods are adopted: one is the integrated evaluation method which is used in large-scale or complicated projects and the other is the lowest bid price method which is usually adopted in ordinary project. Integrated graded method is a commonly used bid evaluation method. The process of this bid evaluation is influenced by such subjective factors as the expertise, experiences and understanding of the standard for evaluation of the experts. Thus the validity and fairness of the bid evaluation is often affected. This paper utilizes the nonlinear mapped competence and consilient approach to faculative function of Artificial Neural Networks and discusses the application of Back Propagation Networks model in integrated bid evaluation in order to set up a scientific bid evaluation method based on impersonality and expert's knowledge. With the unceasing development of computer network technology, this method has a bright perspective of being conducted on the computer network.At the background of bid in construction work, this paper designs and realizes a bid evaluation IDSS system in construction work by combining the systemic and academic knowledge and the prevenient experience. This system assists expert to come to a bid evaluation decision by computer's analysis and simulation, which makes bid evaluation more standardized,rationalized and modernized. This bid evaluation software is developed on the platform of Windows 2000, Visual Basic 6.0 and Access 2002. |
