The insurance sector of China saw a booming growth and appears in a domestic-foreign multi-player competition pattern. As an infant company in such fierce competition, Tian An Insurance Co. Ltd. Shaanxi Filiale (TAICSF) adopted a talent competition strategy, through which to win over talented people, in order to ensure company strategy implementation and radicate its position in the market. The currently in use Marketing Management Measure of TAISF fails in meeting the requirement of further company strategy, thus to establish an efficient performance management system which is the kernel of the human resource management, is key to company's survival and development.This thesis discourses upon the theory on performance management and clarifies certain confusion and lopsided in understanding of the performance management and performance evaluation. A careful description on performance management methods such as BCS, KPI and object management was given to reveal their scientific, systematicalness and logicality. The article looks into existing problems of the company's current performance evaluation mechanism, analyses the reasons behind, then affirms the necessity of applying a performance management system. It sets up the guidance methodology of a strategy-oriented performance management system, which is featured by applying BCS as the main evaluation measure.During the process of designing the performance management system,BCS was introduced in to analysis and identify the key elements of company performance assessment, which allows an organic coalition of indexes of finance/benefit, service/operation and development. By selection of KPI and allocation of index weight, a complete performance evaluation method came into being. With the effective feedback from the performance evaluation, tow-way communication in the company is realized, which forms a thorough complete performance management system.To guarantee an effective application of the performance management system, the article gives out concrete measures and advices on essentials in performance evaluation implementation and issues in running the system.
