A Study On National Property Supervision For The Joint-programm Of Education

This article focuses on National Property Supervision for the Joint Programm of Education. Firstly this article studies and summarizes the basic status of the existing joint-running school phenomena in our education industrialization process. Based on the study upon concept and pattern of joint-running school, this article defines and limits its study area and frame. At the same time, This part also analyzes the important significance and inevitability of the emergence and fast development of joint-running school in our country. Then the author comprehensively studies the actuality of the most important problem in joint-running school, that is the national property's running-off in great ammount becase of it's supervision's weakness.On the basis of actuality study, not only from the point of view of macro collectivity, but also micro materiality, this thesis profoundly analyzes the institutional reason and the detailed reason that causing national property's running-off in joint-running school. The analysis in this part is performed by using some modern economic theories, such as: modern property right theory the principal-agent theory and contract theory. Following a rational line and on the basement of above chapters, the article puts forward some main suggestions and countermeasures on how to strengthen the existing national property supervision and how to prevent national property'running off. Those countermeasures are given from two aspects: macro collectivity prospect and micro materiality propect, aiming at those resons causing such results. In the last part of this thesis, as the necessary complementarity for the former parts and for the purpose of managing national porperty and proventing its runing-off more effectively, the author aiso put forwards some suggestions on establishing and completing the performance evaluating system and the risk warning system in joint-running school.
