These three groups of the theory give us lots of hints of the poverty area development issue. As for specific situation, the most obvious characteristics of Xiangxi state are the beautiful ecological environment and abundant tourist resources, which gives us a strong support in finding a way to develop a featured industry in the area. The ecological economics and tourist economics point out the direction of solving the problem for us.Xiangxi state is an area of poverty, the existing problem is that total supply and demand are inefficient, the agricultural industrialization level is not sufficient, other secondary industries are also very weak, the finance situation is poor, infrastructure construction lags behind, the education of science and technology is not satisfactory, per capita income and living standard are relatively low. But there are some comparative advantages in Xiangxi state, for example the mineral products industry of the whole province relies mainly on manganese and zinc mine here, the food resources are unique, and the culture here is very special, all these characteristics form an advantage" of developing ecological industry and ecological tourism here. Besides, Xiangxi state has abundant mountain region and hydro-energy resources, thus Xiangxi state must determine the rational development strategic objectives based on the characteristics described above, and choose the backwardness advantaging theory, the structure transformation theory , scale economic theory , industry cluster theory , technological development theory and etc. to guide the socio-economic development.And under the guidance of these economic theories, Xiangxi state should project its own unique ecological agriculture industry, private environmental industry, ecological small town , ecological tourism industry.
