| Close attention has also been brought to the repeated breakout of Bank Crises that have followed the rapid development of the banking industry. Because the environmental uncertainty in the operation is more and more strong and banking's risks have been accumulating constantly after WTO, our banking institution, with many problematic assets, have generated and accumulated massive energy for the breakout of Banking Crises. After "9.11" terror event and SARS, Crisis Management has been the hotspot in the world. The establishment of the effective counter-measures for the prevention of Banking Crises and unexpected events need urgent answers.This paper discusses the scientific concept of Bank Crisis and Crisis Management and introduces System Engineering Theory. Through comprehensive analysis on the content of Banking Crisis Management(BCM), the object of the study in this paper is limited in Non-Systematic Banking Crisis and Non-Systematic unexpected events. Because of the various objects, tortuous course and comprehensive scope in BCM, the system of Crisis Management is complicated. The System Engineering Theory, discussing complicated system, is the theoretic foundation of BCM. Considering the three basic theories of the System Engineering Theory - Information Theory, Control Theory and System Theory, this paper points out the BCM's limitations in the establishment of information system, the capacity of the Crisis Management and assistant measures through real causes studies. In view of our BCM's defeats, this paper has put forward principle counter-measures for strengthening our BCM.Non-Systematic Banking Crisis and unexpected events are the study object of this paper. On the theoretical foundation of System Engineering Theory and Management Science, BCM is discussed by means of real cases studies, game theory and comparative method. |
