Government procurement is the fundamental system that operates public expenditure in the country of market economy. It is not only the important means for government to enhance its expenditure in the field of finance, but also one of valid tools helpful to accelerate technology innovation. This paper holds from the point of view of economics that the government procurement not only can impel the technology innovation, but also realize the optimizing distribution of sources, decreasing the uncertain degree of the income distribution on the base of the brief analysis about government procurement and technology innovation. From the view of neo-institutional economics, there are lots of advantages for government procurement, including optimizing distribution of sources, protecting the intellectual property rights, and expediting the course of technology innovation. Furthermore, it will be helpful to reduce the uncertainties in technology innovation, to restrain the actions of opportunism and cut the transaction costs down, thus optimizing its social effects. Some developed countries in the west, especially the US, are very successful in the aspect of the government procurement utilization to promote technology innovation. However, we are lace of definite technology innovation targets in our government procurement system. This paper analyzes the negative effects resulted from the conservative culture and the preference for official career, and points out the positive effects as a result of the innovative culture, showing that the innovative culture will come into being and be developed step by step in the progress, in which the government procurement impel the technology innovation. It then puts forward some suggestions that will consummate our government procurement to establish the technology innovation target. These suggestions include bringing government procurement into the government innovation policy system, supporting the high technology enterprises and medium and small enterprises, affecting the technology innovation in its early stage through the government procurement, promoting the implementation the strategy of technology standardization, and helping our technology innovation products participate in the market of foreign government procurement and the market of UN procurement as well within the rules of WTO.
