| Based upon the status quo of the leading agricultural enterprises in Chongqing, the present paper points out the inadequacy of the their technological innovation impetus from the perspectives of the government, market and enterprises. Supported by the relevant theories on industrial economy, the paper analyzes the factors that affect the technological innovation impetus and attempts to offer strategies to solve the problem.The major findings of the paper include: government plays a key role in promoting the technological innovation impetus of the leading enterprises mainly through supportive policies, social service systems and the improved supply of technologies; as market competition and market demand are the major factors behind the technological innovations, a sluggish market will necessarily result in an inadequate impetus for technological innovations; internally, the absence or deficiency of the innovation spirit on the part of the enterprise leaders and cultures, as well as the weak economic and technological strength, also brings down the impetus for technological innovations. The government should lay down better industrial technological policies and industrial organizational policies to push forward, directly or indirectly, the leading enterprises in their technological innovations, with the former to provide directions and standards, plan technological structures and encourage input into technological innovations while the latter to create market impetus for enterprise technological innovations by encouraging reasonable market competition and suppressing monopoly and adjusting the market structure; the leading enterprises should take quick measures to bring themselves closer towards the modern enterprise systems, improve their management skills and enterprise culture and quicken their pace in technological innovations.The paper ends with the following suggestions: first, the industrial technological policies and organizational policies, which aim at promoting enterprise technological innovations, should be made and put into force as quickly as possible; second, the relevant social service system ought to be set up or improved; third, the agricultural technology management system should be reformed to promote the joining of technological R&D with production; finally, the modern enterprise system should be set up, an innovative enterprise culture should be developed and at the same time, the planning and management concerning the technological innovations should be reinforced. |
