With the speed up of the globalization of economy and China's entryinto WTO, both sino-foreign joint ventures and Chinese multinationalcorporations will confront with the problems of cross-culturemanagement . Therefore , the cross-culture management in enterprises isbecoming more and more important . The fast development and the actuality of Human ResourceManagement in Chinese Joint Venture need the managerial innovation.This paper is to meet the need by setting up a model of Trans-CultureHuman Resource Management (TCHRM) based on system theory and themethod of cross-culture management. By analyzing the effect on the HRM by the multi-culture environment,the paper describe three function of the model such as: Commonvalue-sence; Common managerial institution; Common managerialtechnology. The research of the subject attempts to quest a HRM model which cancorrect the cultural difference and can quell the cultural conflict so that itmay help Chinese enterprises make better use of the foreign capital whichcan modernize and internalize them ,and it can be the reference for the"out-going "of the Chinese enterprises.
