In company with the environmental changes domestically and externally after China's entrance into WTO, the petroleum enterprises must face the rivalries from the international economy and technologies, the focus of which lies in that for talents and technology; and the human resources management, especially the performance appraisal at its core, cannot help but becomes the focal point in the competitions. As the general theory of human resources development that draw lessons from the valid practices of the foreign enterprises, the paper brings up the performance appraisal system measuring up to the international conventions and incarnating the HRs systematic management features, after a full investigation into the gaps between the current status of the Chinese petroleum enterprise performance appraisal and the popular systems of the world. The system stresses three scales of outstanding achievement, ability and attitude and at the same time designs the assessment contents and methods different from the managerial force, the specialized technical personnel and the production staff at all levels. Based on the current management, checks for quantification are proceeded towards the work performance. And the Key Performance Identification method have been introduced to optimize the quota system from three aspects of benefits, operation and controls while the analytic hierarchy process ( AHP for short) has been adopted to ascertain its weighting. Aimed at the integrity of the HRs development, the system fully considers the linking-up of the performance outcomes with other parts such as salary cashing, train exploitation and rewards and punishments. And such general model to be observed as assessment procedure and working regime gets provided in the system. Significantly, the working methods and flows are therefore developed.In a word, the topic concerned is defiant definitely because it means realistically important to the petroleum enterprises at the phase of joining the world. The paper adopts the theory survey, the description of the present status, the model analysis, the example demonstration and other methods, giving priority to the short contents of solving physical problems of business management.
