Methods: This thesis reviewed and researched technological innovation actuality and conditionality of CTM industry by data contrast and theoretical analysis to establish the tactics of technological innovation. And then, according to the industry and resource framework, motivated system, innovative culture condition, There have been some conditionality factors restricting investment mostly in CTM industry, such as lower concentration, unsuitable resource framework, disabled motivated system which concentrated on patent, lack of spirit among enterprisers, absence of enterprise culture. Conclusion: Technological innovation should be advanced effectively in CTM industry directed by the novel theory in order to create modern system of CTM industry, develop enterprise and combine, confront international competition, promote modern industrial clusters, develon comprehensive intellectual property and provide insurance of financing, system, organizing, and intellectual class.
