With the background that the outlines of national market-oriented power system reform were preliminarily formed and competitions in power market are inevitable, this paper mainly focuses on how the electric power enterprises can adapt to the trend of modern enterprise management, to strengthen the human resource development & management and to improve employee's performance management.Regarding the appearance of knowledge-base economy, quick improvement of science & technology and economy globalization, topics on how to convert employees' 'capability' to 'performance' has been much emphasized. This paper introduces the basic contents of performance management, its key features, fundamental flow and methodology. Particularly, through the analysis of history and current status of performance management, it points out that building of strategy-based performance management system is the most effective way to accommodate the competition of modern society.Based on the thorough investigation into the power industry history and transition, business status of power enterprises and administration features of power industry, the paper carried out research on the common problems existing in performance management: including inadequate recognition on the matter, vague goal, the functions of government and enterprises being mixed up, traditional culture, monopoly operation and some 'appraisal' for 'appraisal' behaviors etc, then, with the combination of reality, it summaries four difficulties which was faced by power enterprises related to improving the performance management.Through intensive analysis, the paper presents that based on establishing up-to-standard management system in power enterprises, setting up sound culture environment, a performance system of power enterprises could be achieved. It also points out, as a state owned monopoly-like enterprise, the linchpin and mosteffective way to reconstruct performance system should be strategy-based and progressive.By the end of the paper, the current status of Hubei Electric Power Company's performance management is introduced and with the combination of theory studies, methods on Hubei Electric Power Company's performance management are put forward.From theory to practice, from the question to suggestion, the paper draws the conclusions: After the power industry reform and renovation, power enterprises are urged and challenged by strengthening performance management. Under the present system, the most possible and effective way of establishing performance management system is to adopt a strategy-based and progressive reform on the existing system.
