| In the market economics, giving prominence of the benefits of land assets and optimizing the collocation of soil resource in cities means putting the system of using national soil for payment into practice strictly. It is a development that remising soil has been put from free of charge to payment demanded, and an essential leap forward from trade by agreement to trade by inviting public bidding. If our collocation of those soil for managing is not based on the open, equal and fair form of trading by inviting public bidding, the national soil assets can not exert its function at maximum value, and our land market can not play its role as the international tradition requires. This dissertation focuses on the land public bidding informationalization, designs a public bidding information system about land.Firstly, it presents the theory of public bidding and the development of public bidding institution in China, and analyses the main problem of public bidding.Secondly, it introduces the meaning of informationalization ,and then presents the theoretic foundation of public bidding's informationalization.Thirdly, it presents the characters of the land and analyses land renovation of remising way, then points out that the future development of public bidding is informationalization.At last, with this view above, after nearly half a year researching, it designs the public bidding information system of land. This system has accomplished the purpose that it is focus on plot and item, by the informational way, to optimize the land public bidding's working flow, to improve the information public degree, and to enhance the city and district two degrees information conformity. It is said that the standardization of land remise working flow, the normalization of working data and public of land premise's information.The system has many aspects, not only including land public bidding flowing management, but also including user and user power management, the system can also exchange the data with other systems. In the network aspect, it needs the same ID authentication, and it has good log manage system, system's dessert comeback, and data back up, virus inspect and defend ect. And it separated working flow and information flow, it is said working flow is dealt with by two degrees and information flow is managed unify. So this system has feasibility and practical value. |
