The Analysis Of Structural Adjustments Of Agriculture In China

The Three Issues concerning peasants, the country and the agriculture are the basic concerns of the Party and the state. Of all concerns, agriculture is the most important for its being the economic foundation of the state, the guarantee of the social stability and the national independence. The solution to the problems of agriculture largely relies on the structural adjustments which is related not only to economy, but also to the stabilization of the society. It is a political and social problem related to the realization of the well-off society and modernization in our country.Aiming at the discussion of structural adjustments of agriculture, the thesis analyzes connotation of agricultural structures, the structural formations and problems. It attempts to probe the logical relationships among the adjustments and the development of agriculture, the solution to the Three Issues, and the all-round development of national economy. The article also discusses the thought, directions and principles of adjusting at full angles and from a multi-point of view. The main points are as follows:1. The paper analyzes some basic theories concerning the components of adjustments and discusses the relationships between agricultural structures and marketization, the formations of capital and the structures of consumption. It stresses on the necessity of the adjustments by discussing the appearance, the development, the adjustments, the problems and the consequence of agricultural structures. The author discovers that the structural adjustments are the indispensable results of market economy, and that the adjusting is able to meet the objective demand of the development of economy and the need of itself, and that the rise of the farmers' incomes proves that adjusting is the need of the construction of the well-off society in the rural and the whole nation as well, and thus the need of the realization of the modernization in China.2. Based on the theories and the discussion of the problems, the author proposesthe adjusting directions. According to the present situation of agricultural structures, the national and international markets and the need of future, the author attaches great importance to the strategic adjustments for the proportions of planting, forestry, husbandry and fishery, and those of their respective inner products and quality. By so doing, their structures tend to be reasonable so as to establish an agricultural market and realize agricultural modernization.The author holds the belief that the increase of agricultural production and the rise of the incomes of the farmers will satisfy the increasing material demand of the residents both in urban and rural regions, and thus promote the healthy and sustainable development of agriculture and economy in the rural areas quickly.Guided by the basic directions of adjustments, the article then focuses on the discussion of principles that should be followed in the course of adjustments. They are the principle of market, the principle of the management industrialization, the principle of harmonizing development in the light of local conditions, the principle of the agricultural protection.3. Based on the above discussion, the author further analyzes the elements which ensure the structural adjustments. He also discusses the impacts of the main productive forms and actions on the adjustments, and the effects of innovations of agriculture system, the shift of the government management and the moral education on the perfecting structural adjustments. The author urges to take such actions as giving full scope to the leading role of agricultural production, devoting major efforts to innovation of system, promoting positively the reform of management system on behalf of the government, changing the way of management and constructing a modern system for agricultural management.
