Inner Mongolia Employment Situation And Counter Measure

In market economy, unemployment is a universal economic phenomenon. It is objectively required to solve the problem of unemployment and to realize the proper arrangement of social labor resources. Full employment is already the important aim of microeconomic control in China. Inner Mongolian autonomous region is rich in human resources. In the process of transformation of economic system and the adjustment of industrial structure, unemployment in towns and cities is getting worse. What measures should be taken to solve the problem is of great significance in Inner Mongolia.By analyzing the historic change of labor system and the present employment situation, this thesis points out the major problems existing in the general employment situation and the underlying reason. It also suggests the measures to solve these problems. The major problems are the following:a, labor supply outnumbers labor demand, and the contradiction is getting worse as more and more people are jobless.b. There are not enough job opportunities, labor requirement is not sufficient.c. State -owned sector employs fewer people than before.d. Because loner Mongolia is less developed, the economy is relatively less powerful which makes if more difficult to solve the problem; industries are not properly structured and the upgrading is slow, thus the pressure to solve the unemployment is greater.The measures to the above mentioned problems also offered by the thesis. They are:a. Set an aim to give priority to realize full employment.b. Promote economic rapid growth., and increase job opportunities;c. Adjust industrial stricture and tighten the relation ketene reform and employment;d. Develop forcedly the third industry; encourage and support private sector favoring medium sized and small enterprises; widen the channels to realize employment;e. Fortifying career training and improve the qualities of labors; help the unflavored groups to find jobs.The contradiction between the labor supply and demand in our region can be greatly relieved, if all the above-mentioned countermeasures could be carried out practically.
