Guan-zhong economy region named as the railroad and two industry zones, including Long-Hai railroad Shanxi segment, the Hi-New-Tech Industry Zone(HNTIZ) and Xing-Huo Industry Zone. A regional Hi-New-Tech Industrial Development Zones system has been formed since Xi'an established the first development zone in the 1990s, including three national class, two province class and 18 Local Technology Industry Parks.As the modern industrial base, the site of Hi-tech and its industry development, and the forward position participating in global competition, the Hi-New-Tech Industrial Development Zones have been the strongest aspect of economic growth in Guan-zhong. There are more and more important function for industry restructuring and spatial reorganization, not only in quantity and scale, but more important in construction and quality.Based on the analysis of the traits of spatial distribution, industry structure and economic structure. The dissertation researched on the interrelations and function effects between growth of the Hi-New-Tech Development Zones and economy growth, industry restructuring and spatial reorganizing by qualitative and quantitative methods. And probed into the trend of industry restructuring and spatial reorganization under the development of New Zone, analyzed on the possible strategy choice for further development of Guan-zhong economy region by "SWOT" analysis, and put forward the countermeasure and suggestion.The main conclusion in the dissertation. The Hi-New-Tech Industrial Development Zones have became the chief power and the accelerator of regional industry restructuring and spatial reorganizing. By incubating effects, agglomeration effects, and diffusion effects, the Hi-New-Tech Development Zones incubating and creating new industries, enlarging its share in regional economy, reforming the regional old industry, and activating the associated economic sectors, to promote regional industry structure for inficiency,Hi-technization and modernization. The trend of industry restructuring by function of Hi-New-Tech Industrial Development zones, which will transfer from quantity enlarged to quality promoted, forming the new trend of the industry innovation relying on new special zones, making industry prosperity in city, promoting regional economy by industries, and helping each other forward and coordination. Funds flows, technology flows, information flows and talent flows are truly chief power to lead to regional spatial reorganizing, and to transfer function bind into spatial integration between urban and rural area. The trend of spatial reorganizing, which will be the network structure transferred from points-lines system, urban area along Long-Hai railroad Shanxi segment be integrating, north Guan-zhong be integrating between urban and rural area.
