| Along with the constantly development of our country railway industry, the local railway construction project is growing in number increasingly, and has gained the development advancing rapidly. In order to provide the more reliable basis for the science decision-making, we should sum up constantly and explore effective method of research local railway construction project economic evaluation, works hard for making the result of construction project demonstration to conform with reality, prevent the project to be blindly constructed and avoid direct economy loss. This thesis combines the newly-built local railway construction project, Changchun-shuangyang-yantongshan, and has carried through research deep into such as the transport volume investigation, financial evaluation, national economic evaluation and uncertain factor analysis etc in the local railway construction project earlier stage work. First chapter in this text has introduced the local railway construction in the history particular period of vigorous development, the fund input is enlarged, and the construction of local railway will be speeded greatly. It has discussed that function to promote and push forward the effect for exploitation of the local resources and development of the local economy. This chapter has introduced the development course and principle of project economic evaluation work, and has summed up the problem that exists in the local railway economic evaluation work. Moreover this chapter introduced the newly-built project general situations of chang-shuang-yan local railway, and pointed out important meaning that the railway after building up. Second chapter in this text has introduced transportation needs analysis of the local railway construction project, and has explained the railway freight transport different requirements of market arising by source of goods place difference from product space, consumption space difference from production space, various area production capacity un-balance, and has pointed out the major factor of influencing railway freight transport requirement. The method of railway freight transport and passenger transport demand forecasting has been simple introduced. Adopting the user survey method to forecast project the freight and passenger volume, the good foundation is struck for doing the economic evaluation. Third chapter has introduced the local railway construction project major factor of cash inflowing and outflowing and financial evaluation mostly index, has carried on the financial evaluation analysis and has given out the financial cash flow table and increased and decreased fund table, source of fund with application table and capital and property obligation table etc, has work out inside the financial internal rate of return etc the major evaluation index, explains that the project financial evaluation conclusions is feasible. Fourth chapter has introduced the project national economic evaluation meaning, and has discussed the relation to national economic evaluation and financial affairs evaluation, points out major method and the evaluation index of national economic evaluation, and the direct cost and the indirect cost , the direct benefit and the indirect benefit has been further explained. This chapter has analysed cost and benefit of project and has given out national economic cost and benefit completely invested volume of flow table, counted project static state economy investment reclaim time, the economy completely value, the economic internal rate of return, has explained the project is feasible from the national economic evaluation angle.
