Since trade in services has developed rapidly in last 30 years, the study on service trade is a newer subject in all economic fields. Studying trade in services is sure to start from two respects. First, study the pure theory of trade in services, second, study the multilateral negotiation system of trade in services and service trade policy under GATS. In theory, traditional trade in goods theory ," Comparative Advantage Theory "and" Scale Economic Theory " are to be modified in order to basically meet trade in services. Undoubtly, the studies on multilateral negotiation system and policy of service trade are carried on under WTO/GATS, which are closely linked with politics of various governments, as a result, the research on it is quite complicated. When trade in services appears some new characteristic, at the same time world industrial structure swifts towards the service industry too. Study on trade in services is very important since China has entered the WTO in the historical period. The development of service trade helps China obtain employment, absorb foreign capitals, promote industrial structure adjustment and technological progress. So, developing trade in services is an outlet to develop economy. However there exist a lot of problems in services trade, the main one is that "knowledge and capital intensive" service trade are very undeveloped. These questions will cause great difficulty to development of China's trade in services, and even economic development. In view of this, the author make great efforts to look for the tactics of developing China's trade in services under GATS, and on the premise of economic development. This text analyzes the tactics mainly from macrocosmic theory and policy guidance.
