Research On Supply Chain Conformity Of Hazardous Chemical Safety

Hazardous chemical has the characteristic of nocuousness, flammability and explosive. It causes direct injurious to human, and it is harmful to health and environment. With the development of global economy and international industries transfer, chemical safety has become an international issue.From the sixties of the twentieth century, the number and compromise of chemical accidents, occupational injuries and occupational disease increased rapidly, the public's attention of human rights, environment protects and safety rose evidently. America, Canada, Europe and some international organizations established concerned codes, standards and pacts. After decades of development, chemical safety legislation has become an integrated system, which could suit market economy.The beginning of chemical safety in China was relative late. Since State Department promulgated Regulations on the Control over Safety of Dangerous Chemicals in 1987, chemical safety in our country developed rapidly, and has come into being a system. But it cannot suit the economic develop and safety status greatly. Nowadays, for the codes establishment, the makings of personal and basal education could not suit the development of chemical safety management, problems of lawmaking, law executing, education, investment and industry policy occur. Because of the difference of history background, developing level and system of government, it will not resolve the special problems in China by completely copying the external chemical safety system. At the present time, the main problems are as follows: related cods system is complete, but lacks of material measures; government department functions are confusion, difficult to execute; safety education is unsubstantial; the development of relative industries is slow, and the degree of market is low.Former research can be divided into three kinds. The first is concepts spark plugging, for example Responsibility Care and APELL Program. The second one is about lawmaking. Another class is absorbed in the establishment of some important parts, for example chemical emergency response system, agency organizations. These research has achieve great harvest, and promoted the development of chemical safety. But there are lacks of systemic analysis about chemical safety in China. And the limitation of logistic, financing flow and information flow has become the key factor which restricts the development of chemical safety. In this article, the author compared the difference between external and domestic chemical safety system, analyzed the problems of current chemical safety system in China by using safety economics. Using experiences of other industries conformity, advanced integrate the chemical safety through the forth logistic, exert the superiority of supply chain, with the leading of lawmaking, strictly law executing and industry policies, combine the policy, chemical companies, related organizations and industry strength, form a scientific system, achieve the safety of whole flow of chemical lifecycle.
